How Did the Debt get so high...go back to 1999

I think I know why our Debt got so big....de-regulation was kicked off in 1999 when the debt was in the $5,943,438.562,436 range. By 2008 it had almost doubled to $10,699,804,864,612, and then on to $12,311,349,677,512 during 2009 (the transition year) a 107% increase in the debt.  Considering the current environment, it is amazing the debt has only gone to $16,015,084,055,081, only a 31% increase from 2008.considering we are still under the Bush Tax Cuts. President Reagan had the record high of increasing by 189% during the trickle down economics. Here is my chart:
